The +1/+1 counters axis in white finally has a self-contained engine, and the question is which counters commanders actually want a sorcery-speed Class in that slot rather than a creature. The clearest home is Cadira, Caller of the Small in a Selesnya bunny build, where the attack trigger feeds the token swarm and Level 3 turns every spell into a board-wide pump. Skullbriar, the Walking Grave wants the Level 1 attack trigger but stays a Golgari single-creature engine, so it cares much less about the anthem half. The strongest fit is the token-wide build, where the creature count makes Level 3 a real finisher rather than a marginal pump on one beater.

This is a Bracket 2-3 card. The rate is fine but slow; cEDH does not have time to enter a Class and pay into it twice, and precon counters decks usually have their anthem slot filled by simpler permanents. Expect it in the $1-5 range as a recent uncommon Class.

In role, it competes with the other white counters anthems. Cathars' Crusade does the Level 3 job better (a counter on each creature you control whenever any creature enters under your control) without the leveling tax, and is the stronger card in a token-flood Cadira list. Leader's Talent earns its slot where you want the cheaper floor: the attack-trigger acceleration on a single beater while you build toward the board-wide payoff, and the incidental Soul Warden drip at Level 2 to stabilize against an aggressive table. It is invisible outside counters and tokens decks, which is most of the Commander table, and the lifegain trigger only fires on countered creatures, so it does not bail out a deck that is not already committed to the axis.
