The original symmetric refill, and the card every successor has been measured against. The design is brutal in its simplicity: throw away what you have, get seven new ones, no payment beyond the mana and the card itself. That symmetry is the only restraint on the rate, and it is a thin one in any deck built to weaponize an empty hand or to convert raw cards faster than the opponent can. Every red wheel printed since has answered to this baseline. Wheel of Misfortune adds a politics minigame. Reforge the Soul costs five unless miracled. Magus of the Wheel puts the effect on a 3/3 that has to survive a turn. Time Reversal exiles itself. Even Timetwister, the blue cousin from the same refill pair, costs the same but trades discard-as-fuel for shuffle-back. The discard clause is what keeps this in red rather than colorless: it rewards madness, reanimator, and graveyard payoffs as a side effect of the draw, and it punishes the control deck holding answers. Constrained wherever it has been legal and sealed onto the Reserved List, it remains the cleanest statement of what a wheel is supposed to do, and the reason the effect has never been reprinted at this rate in red again.
