The buyout clause is what makes this a build-around rather than a generic flicker. Read it backwards: with access to black mana, this is a three-mana flying body that exiles a creature permanently for an additional 3 generic manaBlack mana, a real removal rate in Mardu and Esper. If you cannot pay, it is a Cloudshift on legs, an enters-the-battlefield retrigger that hands the exiled creature back at end step. The card does two jobs depending on which side of the color line you build it on, and one of those jobs only exists when the deck can produce black.

That last point disqualifies the obvious blink commanders. Brago, King Eternal and Aminatou, the Fateshifter both love the entry trigger, but Brago is Azorius and cannot pay the ransom at all, so the card is a pure Cloudshift in that shell. Aminatou is Esper and gets both halves: blink your value creature on every Fateshifter activation, and reach for the 3 generic manaBlack mana in the rare turn you need a problem creature gone for good. That is the cleaner home. The harder-edged read is Elenda, the Dusk Rose, where exiling a permanent threat and netting a flier matters more than the blink loop, and the black source is already in the deck.

Bracket 2-3. The body is too soft for cEDH and the rate too conditional for precon optimization. Sub-$5 expected; this is a casual removal-and-value piece, not a price-tier card.

Within the blink slot it competes against Eldrazi Displacer and Felidar Guardian, losing on repeatability while winning on permanent-exile upside. Politically, the delayed window invites the table to read your open black mana as a bluff, a sharper threat-assessment problem than instant removal poses. Invisible in mono-white and in any deck without both enters-the-battlefield payoffs and reliable black sources.
