The loot trigger is the part most decks will actually use, and the artifact recursion is the part that decides which commanders care. The mill-two, draw-two, discard-two front end is a fine bit of smoothing in any blue deck, but two mana to filter is not a reason to run a Class on its own. The reason is Level 2, returning two artifacts from the yard to hand, which means the card wants a deck where artifacts go to the graveyard on purpose and come back as advantage.

Urza, Lord High Artificer is the cleanest fit: the self-mill seeds artifacts, Level 2 rebuys the ones that died or got sacrificed, and Urza turns the returned pieces back into mana and threats. Emry, Lurker of the Loch wants it for similar reasons in a more budget-conscious artifact shell, where recurring a Mishra's Bauble or a cheap mana rock matters more per card. Both are mono-blue or blue-heavy artifact-recursion decks, and that is the narrow lane this lives in.

This is a Bracket 2-3 card. It is too slow for cEDH, where the blue card-selection slots go to free interaction and fast tutors, and too synergy-dependent for precon tables that aren't built around the artifact graveyard. As a new printing the price is unsettled, but the effect points it at the $5-15 casual tier rather than anything higher.

Inside an Urza or Emry list it competes with Recurring Insight-style raw draw and with dedicated artifact recursion like Goblin Engineer for the recursion slot. Does Machines does both jobs at a discount and worse than either specialist. Level 3 is mostly a trap in multiplayer; spending five mana to animate one artifact paints a target without closing a game. Stop at two and treat this as a recursion engine, not a threat.
