A 2/2 for two whose entire pitch is the Mutagen token it leaves behind, and that pitch does not clear Pauper's bar at the two-drop. Green's aggressive shells, Stompy and the various Hunger of the Howlpack builds, want bodies that hit the counter immediately: Young Wolf and Quirion Ranger and Nest Invader do work the turn they land, not three mana and a sacrifice later spread across the table. The Mutagen's sorcery-speed gate and deferred payoff are exactly the frictions Pauper's average clock punishes. A two-drop that asks you to reinvest on a future turn to move a single counter is out of position in a format that wants its mana spent forward.

The recursion puzzle the card gestures at, flicker or sacrifice loops farming extra Mutagens, has no Pauper home built to exploit it. The format's sacrifice outlets at common feed graveyard and aristocrats payoffs, not slow counter generation, and there is no green flicker engine waiting for this trigger.

Legal, but yet to register in tracked tournament play this season. Under a tix on MTGO, and the price is not the obstacle; the slot is. Stompy already knows what it wants from two mana, and this is not it.
