The damage-to-counters trigger is built for the commander whose deck already proliferates, and the second ability tells you the color pair even though the front face is mono-green: this is a Simic +1/+1 counters card. The natural home is the 99 under Ezuri, Claw of Progress or the Pir, Imaginative Rascal and Toothy, Imaginary Friend pairing, where every counter on the board is already an engine resource and turning connecting attackers into blue cantrips is upside on a deck that wants to swing wide anyway. Both commanders proliferate or pile counters fast enough that Venus's second ability is firing on multiple bodies a turn, not just on her.

As her own commander she is workable but unexciting. Her color identity is Simic because of the Blue mana in her text, so the deck can run Islands and dual lands to pay the cantrip cost; the problem is tempo, not access. A 5/5 that wants to take damage and survive before it does anything is a slow start in the command zone, and you are building the whole 99 to feed an ability that the dedicated counters commanders support better.

Bracket 2-3 card. The combat-damage-into-cards loop is too grindy for cEDH and the body too synergy-dependent for precon. Expect a sub-$5 secondary price for a new mono-green legend with a narrow build requirement.

The role is the 9th-or-so counters payoff. She competes with Inspiring Call as a way to convert a wide board into cards: Inspiring Call is reactive protection plus a one-shot draw, while Venus is a repeatable per-attacker engine that taxes your mana and a combat step. An Ezuri build wants both. Outside counters decks she is invisible.

Rules text

Whenever Venus is dealt damage, put that many +1/+1 counters on her. (She must survive the damage to get the counters.) Whenever a creature you control with a counter on it deals combat damage to a player, you may pay Blue mana. If you do, draw a card.
