Retro-Mutation

Sneak is the dominant mechanic in TMT by a wide margin, fifty-nine cards deep, and that single fact is what elevates this from a clean answer into one of the better blue commons in the format. A resolved Sneak creature on the other side of the table is the tempo crisis the set keeps manufacturing: bodies arrive mid-combat with abilities attached and threaten to leave you down a card and a chunk of life. You can't catch the trigger itself, since the creature isn't a legal target until it's on the battlefield, but flash lets you act once it resolves and before attackers are declared, pinning it to a 0/1 with no abilities and no attack step for the rest of the game. Grounded for Life punishes a tapped attacker more cheaply, but it has to wait for the swing; this card forecloses the swing entirely.

UR Sneak and GU tempo want it most, and the pick band sits around P1P4 to P1P6 in any blue deck. It's a maindeck card everywhere blue except a deeply controlling build that already leans on Dimensional Exile and prefers exile-based permanent answers. The cost the rate doesn't advertise is enchantment fragility: any bounce returns the enchanted creature to its owner's hand at full strength, and your three mana evaporates. The creature also stays the opponent's, so you've neutralized a body, not claimed one. Against Shredder, Unrelenting or the mythic Turtle legends, that exposure is the price of admission; against a vanilla 2/3 common, you're paying three mana for parity.

Three mana is the ceiling here. At four it would be too slow to answer the Sneak triggers it exists to punish, and the rate would collapse.

A three-mana flash Aura that neutralizes one creature in a blue Commander deck deep enough to want its tenth piece of spot removal. The competition undercuts it on cost: Pongify and Rapid Hybridization answer the threat for one mana, though they leave a 3/3 token behind where this leaves a defanged, attackless 0/1. That difference is real, and it is the reason to run this over the swaps in a deck that hates handing opponents a body. Imprisoned in the Moon locks down a creature, planeswalker, or land at the same cost but cannot touch artifacts or enchantments. The trade-off is the usual Aura fragility: enchantment removal frees the target. Fine in a budget mono-blue build where the one-mana answers are already maxed out.

The 1-mana-too-expensive instant-speed answer slot in a control shell, where the incumbent is the better question. Modern's blue answers to a single resolved creature are already crowded: Prismatic Ending out of the Boros and Esper midrange decks, Solitude when you want a body attached, and at three mana sorcery-and-instant removal that simply exiles or bounces. Retro-Mutation competes most directly with Prismatic Ending in any deck splashing blue for it, and the comparison is unkind. Ending exiles at one or two mana with no leftover permanent; this leaves a 0/1 Turtle on the board that still chump-blocks, still gets sacrificed to whatever the opponent has, still comes back if the Aura is removed. The ability-stripping is genuinely clean against creatures whose value is on the battlefield (a Murktide Regent, an Inti), but three mana at flash to leave a body behind is a worse rate than the format's existing exile and bounce.

The second possible home is a tempo-leaning Murktide build wanting a flash interaction piece, where the incumbent is the counterspell suite plus the cheap bounce already in those lists. Murktide does not want to spend three mana neutralizing one creature while leaving it on the table; the deck answers threats by countering them or racing them.

Legal, but yet to register in tracked tournament play this season. The structural read explains why. Modern punishes answers that cost a full mana more than the exile-based incumbents and hand back a permanent the opponent can still use. A downgrade against Prismatic Ending wherever the two overlap.

The fourth or fifth removal slot in blue Standard tempo and control lists, at instant speed for three mana. Reality Shift costs two mana and exiles outright, so the target leaves no body behind; Retro-Mutation strands a 0/1 Turtle that can still chump block or be sacrificed by its controller. Legal, but yet to register in tracked tournament play this season. The home is budget blue, where the cleaner exile effects are the cards you have not bought yet.

Single-target type-changing removal for the few Pioneer blue decks that want an instant-speed answer to a resolved creature and have run out of cleaner ones. Reality Shift handles the same job at one less mana and exiles rather than leaving an Aura that dies with its target. Flash is the only thing keeping this in the conversation, and it has not registered in tracked tournament play so far. There is no Pioneer deck that prefers this to the cleaner exile and bounce-style answers already in the format.

A 3-mana flash Aura that turns a creature into a 0/1 Turtle with no abilities and no attack step. Pauper's blue decks already have a deep bench of one-sided answers to a resolved threat: in blue the format leans on bounce (Snap, Unsummon, Echoing Truth) and on tempo counters rather than permanent neutralization that leaves the creature on the board.

The problem is the format's own removal math. Three mana for an Aura that dies when the creature leaves play is a worse rate than the bounce blue already runs, even granting the upside that stripping abilities turns off death triggers and sacrifice outlets the way bounce never can. Faeries and UR Delver want their interaction to also advance the clock or refill the hand; a 0/1 Turtle that sits across the table does neither. Familiars and the slower control shells have no slot for a do-nothing Aura when Counterspell and bounce cover the same ground more flexibly, and they cover it without leaving a permanent that the opponent can break with their own enchantment removal.

Legal, but yet to register in tracked tournament Pauper this season, and the structural read explains why. The ability-stripping clause is genuinely cleaner than bounce against death triggers, but every blue archetype in the format already solves the resolved-threat problem with cards that leave their hand more efficiently. No current build is short the answer this provides.

A 3-mana Aura against creatures in a format whose threats mostly are not creatures. Vintage answers resolved permanents with Force of Will, Mental Misstep, and Swords to Plowshares, and where an instant-speed type-change answer is wanted, Reality Shift already fills that slot at two mana. Reverting a creature to a 0/1 Turtle is clean removal, but the format's premier threats are Bazaar engines, Workshop locks, and storm counts, none of which this touches. Legal, but yet to register in tracked tournament play.

Three mana at instant speed to neutralize a creature is the rate, and Legacy's removal slot does not start at three. Swords to Plowshares exiles anything for one mana with no enchantment to strip later; Lightning Bolt kills most relevant threats for one. Even among blue answers, this pays a full mana more than Reality Shift and leaves an Aura on the battlefield that vanishes the moment the creature does, which means a sacrifice outlet or a bounce spell undoes the whole exchange. Three-mana sorcery-or-instant removal pays the Force of Will tax, and an answer that the opponent can dismantle by sacrificing the enchanted creature is not the answer Legacy wants.
