A fringe presence in tracked Standard this season, turning up as a one- or two-of in the small set of red lists experimenting with Sneak. The structural problem is the anthem's old one, just relocated. To cash the discount you need a creature to connect unblocked at four mana, then trade that body away to replay Raphael tapped and attacking with the anthem already live. Against the format's aggressive red and the midrange decks packing cheap interaction, that unblocked attacker is the hard part. Opponents who read the swing coming block or trade into it, and you are left hard-casting a 2/3 that hands double strike to a board already picked apart. The double-strike turn is genuinely backbreaking when it lands, but it asks for a board state the current format rarely gives away. Nothing in the Turtles red shell supplies the cheap evasive bodies that would make the Sneak window dependable, and the discipline built into the card (you surrender the original creature and any entry value it was banking on a second cast) cuts against the cheap-attacker chaining that would otherwise paper over the gap.

Raphael first printed in March 2026, which puts its rotation a long way off; the exact date for the Turtles block sits beyond Wizards' currently announced schedule. That leaves runway. The payoff it wants, a reliable supply of cheap unblocked attackers, is exactly the kind of effect a future set could print, and a slower or more go-wide red meta would shift this read well before rotation becomes the relevant horizon.
