The tribal gate is the whole pitch, and it sets the audience. Ninjas and Mutants both have card pools that predate any crossover; Turtle is the type that barely exists outside its home set. So the engine does not demand building inside one product, but it does ask for a deck that leans on Ninjas or Mutants densely enough that the top clears on creature hits, not just lands. As the commander of a Simic Ninja-and-Mutant build, every eligible card off the top is live, and the +1/+1 counter folds cleanly into the counters-matter subtheme Simic always drifts toward. That is the home: a Bracket 2 to 3 tribal deck constructed to feed the engine.

In the 99, the fit narrows, and the obvious inclusion is a trap. Yuriko, the Tiger's Shadow is the format's premier Ninja commander, but she is Dimir, and a green card sits outside her color identity. She cannot run this at all. Worth naming precisely because it looks like a slam dunk and is not.

Against Courser of Kruphix and Oracle of Mul Daya, this wins on throughput. Courser stalls on any nonland; Mikey & Don, Party Planners plays lands too and clears Ninja, Mutant, and Turtle hits on top of that, so the top reveals advance more often. The cost is tribal density. In a deck that only wants generic top-of-library selection, the extra permission rarely fires, and Courser does that job for less.

Price sits sub-$5 to $5-15 as a recent crossover legend, accessible to precon-budget builds. The engine rewards the player who built the whole deck around it and goes dormant for everyone else.
