The design here is a closed loop with two named abilities that feed each other. Chapter Master spends six mana to make two 2/2 vigilant Astartes at a time; Master Tactician draws a card whenever one or more tokens you control enter. The interlock is deliberately throttled: because the draw triggers on "one or more" rather than per-token, each Chapter Master activation nets a single card, not two. That "one or more" wording is the quiet ceiling on the whole engine, and it reroutes how you build around him. The reward scales with how many separate token-making events you can fire in a turn rather than how wide any one of them goes, which pushes toward incidental token production spread across the deck: treasure, clues, creature-makers, anything that puts a body or two down. Raw army-in-a-can width does not pay you extra; variety of source does. The double strike on a 3/5 is what keeps him from being a pure value shell. It turns him into a genuine clock while the card advantage compounds, so the commander closing the game is the same card refilling your hand. The result is an Esper token engine that asks for breadth of triggers rather than count, a build-around whose payoff is written to stay honest even when the token count spikes.
