The Grixis colors have always wanted to recur their spells: black raises the dead, blue draws them back, red burns them a second time. What this legendary Wizard supplies is the throttle those effects never quite had in a single body. The recursion is fenced in twice over: once during each of your own turns, and only ever once per spell, because anything cast from the graveyard this way is exiled if it would return there. Note the phrasing on the timing: the reuse is locked to your turns, so there is no casting a counterspell or a piece of instant-speed removal from the graveyard while the opponent is holding priority. Snapcaster Mage grants a spell flashback but demands the full cost again and staples the effect to a fragile body to do it; this instead offers the reuse without a separate card, forcing your graveyard to be a deep bench rather than a single reusable answer. The 3/4 flying body carries its own weight, giving you an evasive clock that pressures the opponent while the engine grinds, though it earns none of the protection its role invites: no indestructible, no hexproof, no flash, and flying does nothing against a Damnation or a Supreme Verdict. That is the tension the design resolves. Spell recursion is one of the most abusable effects in the game, and the your-turn-only, exile-on-death structure is what lets an entire archetype hang off a four-mana creature without the value spiraling loose.
