The whole reason this card exists is the type line on its dig clause, and that type line is also why it lives in exactly one place. A Mutant, Ninja, or Turtle deck is not a generic green tribe; it is a specific build that came with its set, steered by the legendary Turtle the set was built around. In that shell, this is the one-mana smoothing piece that turns a clunky type-matters deck into one that finds its creatures and its land drops at a reasonable clip.

Outside that shell it does nothing. There is no broad "tribal green" home here the way there might be for an Elf or Goblin cantrip, because the creature types named are narrow enough that a normal green deck reveals zero hits off the top four and takes a land or a whiff. That narrowness is the whole design, and it sets up the honest comparison: not Adventurous Impulse in the abstract, but Adventurous Impulse in the same Turtles list. Both dig and both can grab land. Impulse digs three and grabs any creature; this digs four but gates the creature side behind the three types. In the tribal deck the extra depth pays for the restriction and this is the better card, because almost every creature in the list qualifies. In any other green deck Impulse wins outright, since it hits any creature and this hits almost none.

Bracket 1 to 2, precon-included and effectively free in the secondary market. It is a consistency common, the kind of card that makes a themed precon function rather than something that pushes power. No cEDH application; the dig is too narrow and too slow for that bracket, and the Turtles commander is not a competitive shell. The deck role is the smoothing piece in a build that wants to hit its types every turn, sitting alongside whatever other tribal tutoring the set shipped with.
