The conditional that pays for the dual cuts against itself in a way the rate never advertises. A replacement effect lets the land enter untapped if you already control a Swamp or a Forest; otherwise it enters tapped, a single tempo hit you pay up front. The trick is the timing. The card most wants to be untapped on turn one, hand fresh and board empty, which is precisely the turn you are least likely to already control the relevant land. By the time the condition reliably holds, the speed it would have bought you matters less. This is the check-land model: it reads your existing board and rewards you for committing to the right colors early, while quietly punishing a greedy three-or-more-color base that cannot promise a Swamp or Forest in the first couple of turns. The distinction worth flagging is that it checks for basic land types, not colors, so any source carrying the Swamp or Forest subtype (a typed dual, a fetchable shockland) turns it on, not just the basics themselves. The line of dual lands trading a different cost for fixing stretches back through the painlands and the filter lands, each generation pricing its fixing differently. This one picks the cost worst for an aggressive deck and most forgivable for a slower one: a tempo tax payable in advance, refunded the moment your mana commits to black and green.
