Voting mechanics have always been a group-game curiosity: they generate table drama but rarely produce clean, repeatable board control, because the outcome depends on other players agreeing with you. This Saga solves that by folding the vote into a three-chapter clock the caster owns. Chapter I seeds the caster's own side of the board with a token per opponent, which is less about developing pressure than about stocking the ballot: those Human Soldiers exist to be nominated, and they belong to you, so a throwaway of your own is always on the table when the vote runs. Chapters II and III then hold the secret vote twice, and the design's cleverness is in the fallback clause: if no creature gets a vote, everyone draws, which pressures the table to actually name a target rather than pass. What resolves is destruction of whatever ties for most votes, so each vote becomes a negotiation over which threat dies, with the caster able to offer up an expendable Soldier as the low-stakes consensus pick. That is the manufactured consensus at the heart of the card: every opponent has a "safe" nominee available, but a caster reading the table can steer the second vote onto a genuine problem while a token absorbs the first. Structurally it is a two-shot council-style removal on a timer, distributing the political weight across the whole table instead of leaving one player holding the wrath. Sacrifice after III means the engine is a defined arc, not a permanent fixture, keeping a repeatable board sweep from calcifying into a lock.

(As this Saga enters and after your draw step, add a lore counter. Sacrifice after III.) I — For each opponent, you create a 1/1 white Human Soldier creature token. II, III — Each player secretly votes for up to one creature, then those votes are revealed. If no creature got votes, each player draws a card. Otherwise, destroy each creature with the most votes or tied for most votes.
