Urza's Command

The modal instant lives or dies on whether its menu is coherent, and this one is built around a single throughline: artifacts. Two of the four modes make them (a tapped Powerstone, a Construct that scales with your board), one cares about a soft defensive tempo swing, and the fourth is pure card selection. What makes the pick-two structure work here is that no single mode is a blowout: the -2/-0 blunts an attack without killing anything, the Powerstone is ramp that cannot pay for most spells, the Construct is a 0/0 that needs company to matter, and scry-then-draw is a cantrip anyone would run at instant speed. Bundling two of them at four mana produces flexibility rather than raw power, the design lever modal cards have always used to justify a rate that would look thin on any single line. The tension it resolves is the classic problem of the artifact-ramp payoff: on an empty board the Construct and Powerstone are weak, but by the point in a game where you have artifacts to feed them, the same card can hold up as a combat trick plus a cantrip instead. It flexes from developing your board to protecting it to just refilling your hand, and because it is an instant, it can do any of that while an opponent thinks the coast is clear, which is the quiet part that makes it more than the sum of its modes.
