The vote is the whole engine here, and it turns a mediocre rate into a scaling one. Six mana that ramps you one basic land or returns one card from your graveyard to hand is a bad deal; the trick is that Council's dilemma counts every vote, not just yours, so a four-player table produces four resolutions no matter how the ballots split. The card asks each opponent to choose between helping you fetch lands (tapped, so no immediate mana) or helping you buy back a graveyard card, and since neither option is obviously harmless to whoever fears your board, opponents rarely coordinate cleanly against you. What makes the design worth studying is how it flips the classic multiplayer problem (a symmetrical spell that helps you least in the seat you cast it from) into an asymmetric one: the extra votes are pure upside for you, and the Redhorn Pass versus Mines of Moria split only changes which resource pile fills. The self-exile at the end is the ceiling: this is a one-shot Regrowth-plus-ramp turn, not a repeatable value loop, which is why it plays as a splashy tempo swing rather than an engine. Load the graveyard heavily enough that the Mines mode always has a target and the votes are never dead, and the two modes stop competing: whichever way the table breaks, you keep the payoff.

For each Redhorn Pass vote, search your library for a basic land card and put it onto the battlefield tapped. If you search your library this way, shuffle.
