Convoke turns a wide board into a discount on the base cost, but the four blue pips are what stop this from resolving as colorless refill. Each tapped creature pays for or one mana of that creature's color, so the demands either blue mana from your lands or blue creatures to help carry it. That constraint pins the card to a specific place: a go-wide deck can point its board at a variable draw spell in the Blue Sun's Zenith mold, but only if that board is meaningfully blue or backed by a blue manabase. The design lives at the intersection of two effects that rarely share a card: token-heavy aggression, which wants to empty its hand fast, and card advantage, which wants to refill it. The tension the deck manages on its own is that creatures tapped for attacks (barring vigilance) are unavailable to convoke, so this reloads best on a turn you hold bodies back rather than a turn you commit everyone to combat. That is what makes the flash timing matter. Cast at the end of an opponent's turn, the board is untapped and idle, free to pay the cost without spending a land drop or a combat step, and the spell reads as a payoff for a battlefield that has already done its work rather than a stand-alone engine. The X scales your commitment against your draw; the instant speed elevates it from a build-around into a genuine threat of casting.
