A mana dork with a payoff attached to how you spend the mana it helps produce. The tap-for-any-color ability does the ramp-and-fix job that green two-drops have always done; the twist is that the recursion trigger keys off expend, counting your eighth total mana spent on spells in a turn rather than any one big cast. That reframes the fixing as bookkeeping toward a threshold: a turn where you cast several small spells hits expend 8 as readily as one expensive one, and the Scout itself contributes to reaching the count it rewards. The return targets any permanent card, not just creatures, so the buyback is deliberately open (a land, an artifact, a planeswalker), which pushes it toward grinding value engines rather than a single combo loop. Sturdy enough to survive incidental damage while it taps every turn but never the plan itself, the Scout is built to sit back and accumulate. What keeps the effect from spiraling is the "up to one" cap and the once-per-turn nature of crossing the threshold; you get one card back per turn you spend enough, not a refill proportional to how far past eight you go. It is a design that asks you to play a dense, mana-hungry turn and then quietly hands you back a piece of it.
