Consume Anomaly is a punishment mechanic built to answer a specific problem: face-up cards parked in the exile zone by other effects and meant to stay there. Most of those exile clauses are permanent, and this trigger is the leash that keeps them from being. When it connects, it doesn't just gain life; it rewinds a stashed card onto the bottom of its owner's library, unwinding a suspend counter, a plotted spell, or anything else waiting in that limbo. That makes the trigger unusually matchup-dependent for a beater. Against a deck with nothing exiled face-up, there is no legal target: the ability isn't even put on the stack, and the life gain riding on its "if you do" clause never happens, so the card is nothing more than a 4/4 flier with haste. Against a deck leaning on exiled resources, it's a wrecking ball that denies the card and delays it by shoving it to the far end of the library, with three life as the tax on top. The flying-plus-haste chassis exists to help the trigger land: it clears the ground and demands an answer the turn it arrives, before the opponent can wall it off. It's a punisher whose ceiling is entirely dictated by what's sitting in exile across the table, which means its value swings harder between matchups than almost anything with a body this plain.
