The conversion ratio is the whole pitch, so the commanders that want this are the ones that routinely stack three, four, five counters onto a single body and then have a reason to let it leave. Hardened Scales aristocrats, in other words. Ghave, Guru of Spores is the cleanest fit: Ghave already converts counters into bodies and bodies into counters, and a creature with a fistful of counters dying into a pile of redeemable Mutagen tokens turns each sacrifice into a deferred re-pump engine. Skullbriar, the Walking Grave wants it for the same reason from a more focused angle, voltron-with-counters where every chump block or removal spell on Skullbriar mid-game leaves behind a reservoir to rebuild him, though the singleton body means this leans toward Ghave's wide-counter shell.

This is a Bracket 2-3 build-around, not a Bracket 4-5 card. The loop costs mana and sorcery-speed activations to redeem, which is fine in a grindy counters mirror and far too slow for high-power tables where the game ends before the Mutagen pile matters. As a new printing the secondary price is unsettled, but the effect places it as a $5-15 archetype piece rather than a staple anyone reaches for.

Inside the deck it is the eighth or ninth piece of the counters submodule, competing with Cathars' Crusade and Hardened Scales for the build-around slot. It is worse than those on the proactive board-building axis and better than either at converting a removal-heavy table into long-game inevitability. The tap-to-exile mode earns its keep against recursion decks at the same tables, and it also keeps the artifact from going fully dead when nothing of yours is dying: tapping it to exile a card from any graveyard still produces a Mutagen token, so even a draw with no counters on board does something.

Outside counters-matters, that tap ability is all you get, a slow trickle of one Mutagen per turn with no counters to feed the engine. For most Commander decks that is not enough reason to run it.

(A Mutagen token is an artifact with "1 generic mana, Tap, Sacrifice this token: Put a +1/+1 counter on target creature. Activate only as a sorcery.") Tap: Exile target card from a graveyard. Create a Mutagen token.
