The attack trigger is the engine, and the engine wants enters-the-battlefield payloads to feed it. Read it as a Boros blink commander that resets bodies by attacking with them, not by untapping. That reframing decides who wants it. Feather, the Redeemed does not; her shell wants cheap targeted spells, not creatures with enters triggers. The two commanders that do are Isshin, Two Heavens as One, and Wyleth, Soul of Steel only if the build leans aggressive rather than pure voltron. Isshin is the stronger fit by a wide margin, because he doubles the attack trigger itself. The Neutrinos' attack trigger fires twice, letting you blink two different creatures in one swing (the same target twice fizzles, since the first return makes it a new object the second instance cannot find), so a board with two enters payloads becomes two surprise attackers. The Alliance pump is not doubled by Isshin, since it triggers on a creature entering rather than attacking, but the blinked bodies still enter and feed it the normal way.

This is a Bracket 2-3 card. It is too slow and too creature-dependent for cEDH, and it asks for more enters-trigger payloads than a precon ships with, so Bracket 1 leaves it in the binder. The natural home is the optimized-casual band where the deck can field Solitude, Restoration Angel, or a stable of cheap value creatures to flicker every combat.

As a value engine it competes with Brago, King Eternal and Aminatou, the Fateshifter for the blink slot, and it loses on raw blink throughput because the exile clause keeps you from looping one target across combats. What it adds is evasion and a clock; Brago resets your board, this one ends the game. Expect $5-15 secondary, which keeps it inside casual budgets. The political read is honest: a 2/4 flier that grows and blinks attackers tapped and attacking reads as a credible threat, so it draws removal before it draws a second activation.
