Green's card advantage has always come with a body attached: you draw off Beast Whisperer when a creature enters, off Guardian Project when it shows up, off Toski when it connects. This reroutes the draw through the counter itself, and the design consequence is a shift in what the deck is built to reward. Every proliferate trigger, every anthem-in-a-can, every doubling effect that used to just make bigger attackers now also refills the hand, and it scales with how many counters land at once rather than how many creatures do. A single trample-in of five counters is five cards, not one. The governor here is the limit of one draw per turn: it stops the loop from spiraling when counters arrive in waves across multiple sources, and it forces the deck to concentrate a turn's counter output rather than dribbling it out. That restraint is doing real work, because unrestricted this effect would turn any counters-matters engine into a bottomless draw machine. What it represents is green finally getting a card-advantage hook priced to a mechanic the color already lived in, rather than bolting card draw onto a creature and asking you to keep that creature alive. The counters were always going to happen; this makes them pay twice.
