Hand-size-as-damage is one of the oldest punisher templates in the game, and this is the green expression of it: a symmetrical-feeling effect that is actually a one-sided burn spell aimed at whoever has been drawing too much. The instant timing is the whole trick. Sorcery speed would turn the card into a guessing game (cast it in your own main phase against a hand that might be five or might be one); instant speed lets the caster wait for the end-of-turn step before the opponent's cleanup discard, or hold up the spell through a draw effect, and fire when the count peaks. The rate is otherwise unremarkable for the era, and green's claim on the effect has always been thin: the color carries draw-hate through anti-flying, mana denial, and land destruction, but punishing card accumulation directly was a strange fit then and a stranger one now, which is why the line of design did not really continue in green. Runeflare Trap is the red descendant that took the same math and welded it to a storm-era discount; this is the original, slower, and color-shifted in a direction Wizards mostly walked away from.
