Five mana for a 3/4 flier that loots once and fixes color is a rate built for a slower blue deck than Modern fields. The most plausible target is the top-end flier slot in a blue control shell, the kind that leans on Counterspell and a thin top-end. There the incumbent is whatever single flexible threat the deck already carries, usually a planeswalker like Teferi, Time Raveler or a manland, and the comparison turns on whether you want a fixer that also attacks or a closer that ends the game on its own. Stockman loses that comparison. A 3/4 that replaces itself on arrival is fine value, but control's finisher slot is asking for inevitability, and a soft flier with a single rummage does not provide it.

The Islandcycling is genuinely useful in the abstract: drawn early, it smooths a stumbling blue manabase for two mana; drawn late, it is a body that draws a card. The two-mana cost is the design discipline that keeps it from being a free fixer in every blue deck, which is the right call but also the reason it does not undercut anyone. A control deck that wants fixing already runs lands and fetches; a control deck that wants a threat already runs a better one.

The other home worth checking is a Murktide-style tempo shell, where the top-end incumbent is Murktide Regent itself. Murktide does not want a 3/4 that costs five and loots once when its payoff at the top is a delve threat that closes games. A downgrade there, plainly.

Legal, but yet to register in tracked tournament play this season. Nothing in Modern's blue shells is short the effect, and the body is too soft to take a slot from a real threat.
