The Sneak clause is what decides where this lives, and it is not the grindy black tutor decks. Returning an unblocked attacker to hand to land the search at 1 generic manaBlack mana pulls the card toward commanders that already swing with cheap creatures and want to rebuy them from hand, not toward shells built on connecting for combat damage. The timing matters: Sneak bounces the attacker during the declare blockers step, before damage, so this is no help to Yuriko, the Tiger's Shadow or Anowon, the Ruin Thief, whose engines depend on unblocked creatures actually landing the hit. Bouncing the attacker mid-combat turns off exactly the trigger those decks are attacking for.

The real fit is a bounce-and-recast value engine. A ninjutsu-style shell, where the attacker is a cheap unblocked body you always intended to return to hand, can treat the rebate as close to free. Yoshimaru, Ever Faithful or another partner-flexible aggressive commander that swings with a small evasive creature and wants it back for re-deployment is the cleanest home: the tutor finds the next piece while combat does the discounting.

This is a Bracket 3 card, occasionally 2. The Demonic Tutor effect is universally strong, but the conditional discount is too fiddly for precon tables and too slow for cEDH, where the tutor slots are Vampiric Tutor, Demonic Tutor proper, and Imperial Seal. Expect a sub-$5 to $5-15 secondary price, which makes it a budget inclusion in decks that already own the expensive tutors.

The honest comparison is to the tutors it sits beside. Most decks running this also run Diabolic Tutor or Demonic Tutor, and Splinter's Technique earns the fourth or fifth slot only when the deck reliably has an unblocked attacker it wanted back in hand. In a black goodstuff pile with no combat plan, it is Diabolic Tutor with a dead clause.
