The cost was never the green mana: it was the body itself. Tapping for an extra land is a real effect, but the design pays for it by stapling the ability to a fragile 1/1 that has to survive a turn cycle and then sit out of combat, since tapping means not attacking or blocking. The sorcery-speed restriction closes off the obvious abuse: you cannot flash it in the way an instant-speed land drop would let you, so it stays a mana-acceleration tool rather than an end-step ambush that drops a value land while holding up interaction. This is early lineage for the green ramp creature that puts lands onto the battlefield rather than producing mana directly, a design thread later refined by Sakura-Tribe Scout and Walking Atlas, each tuning the same trade between a vulnerable body and a repeatable extra land drop. The Elf asks you to fill your hand with lands and accept an engine that turns over once per turn, slowly, in exchange for an extra deployment beyond your normal one-per-turn drop. That is the resource it actually generates: not raw mana, but a second land entering play each turn, which is how it accelerates without ever tapping for a single pip. The friction is the body: cheap to kill, idle when it works, and worthless the moment your hand runs out of lands to feed it.
