Shock
The two-damage benchmark, and the card that defines where red's cheap removal sits below Lightning Bolt. The single point of damage separates two design tiers: three damage off a one-mana instant has been the persistent balance worry across red's history, while two damage is the rate Wizards prints freely, no spectacle clause, no death-trigger condition, no targeting restriction to make the math work. "Any target" is the whole pitch: it kills most early creatures, points at planeswalkers, and reaches the player when the game is close, all at instant speed and at the lowest possible cost. That flexibility is exactly why two is the ceiling here. Red's design space turns on how much unconditional reach the color earns for one mana, and this is the answer that has never needed an asterisk: efficient enough to always be playable, small enough to never warp a format on its own. Every conditional one-mana burn spell that trades a restriction for an extra point of damage is implicitly priced against this card. It is the floor the others are trying to climb above without falling into the territory only Lightning Bolt is allowed to occupy.
