The design logic is white's political voice speaking through mana: rather than punish the runaway board, it lifts the stragglers up to parity, and it does so in tapped basics so nobody untaps into a sudden surge. The 3/3 body is beside the point; the enters-the-battlefield trigger is the whole reason to run it, so the sponsorship is a one-time redistribution each time it enters, not an engine. What complicates the math is that "less than or equal to the difference" leaves the leader untouched and rewards the player who was mana-screwed the hardest, which turns a stalled game into a level one in a single cast. It is a rare piece of ramp that a player can run specifically to help the people they are not attacking yet, and the political texture of that (who benefits, and how much you have just conceded to them) is where the card earns its slot over a flat ramp spell.
