A hard counter has always been blue's cleanest reactive card and also its most feast-or-famine one: when the opponent puts something on the stack, a bare three-mana Cancel is exactly what you wanted, but the same card sits dead in the matchups where nothing needs answering, and it draws late as often as it draws on time. Welding a loot onto the back addresses the second failure mode without pretending to fix the first. This still needs a target to cast: you cannot fire it into an empty stack just to churn your hand. What the loot does is turn the successful cast into two cards of work instead of one. Once you have countered the spell, you draw and then bury a card, and because the draw resolves first, you see the new card before choosing what to pitch, which quietly makes the back half card selection rather than a blind swap. That extra ply is where the value hides: the counter you spent is now also a dig one card deeper, a chance to pitch a stranded land, or fodder for a graveyard that wants it. It is a modest rate for a modest job, but the design solves the real tension in three-mana counter magic, which is making the interaction pay you back on the turn it connects.
