The extra-combat clause reads like a finisher, but the body and the two-target cap point this at a narrower job than the Aggravated Assault loop. As a commander, Raph & Leo, Sibling Rivals wants a deck built around one or two large attackers rather than a wide board, and the untap-two-attackers wording makes it a natural engine for a Voltron or a Boros aggro toolbox. The clearest fit is as the commander of its own deck, where the second combat phase plus an untap on a single equipped threat doubles the damage clock without needing to find a separate extra-combat enabler.

It also makes a clean 99 in other Boros aggro shells. Wyleth, Soul of Steel uses the untap to swing twice with a loaded equipment threat and refill on the second connect; Adeline, Resplendent Cathar turns the extra combat into a second wave of tokens, though the two-target cap means only two of her body get the untap, not the whole team.

This is a Bracket 2-3 card, an optimized casual piece rather than a high-power one. The first-combat clause caps it at one extra phase, so it never threatens the turn-cycle kills that Bracket 4-5 Boros combat decks are built around, and it is not a cEDH card. Expect a sub-$5 to $5-15 secondary price out of the gate for a new mythic-rate legend.

Against Aggravated Assault or Seize the Day, the trade is the attached 2/4 versus the inability to loop. In a deck that just wants one reliable second swing on a single threat, that body and the lower mana value win out. In a deck that wants infinite combats, this is the wrong card and those enablers are correct. The political read is gentle here: one extra combat on two creatures reads as a tempo turn, not a table-ending threat.
