Rangers' Refueler

Exhaust abilities exist to solve a persistent problem with activated abilities on permanents: the good ones get reused until they warp a game, so designers price them as one-shots. This Vehicle turns that limitation into a payoff engine. The printed exhaust ability is a mediocre deal on its own (four mana to animate the 3/3 into a 4/4 that can attack without crew), but the standing trigger reframes the entire class of ability: any exhaust you activate, anywhere on the battlefield, draws a card. Because exhaust abilities are one-time by rule, the design cannot spiral into a repeatable card-draw loop; each source pays out exactly once, which is what lets the trigger be unconditional rather than taxed with a cost or a cap. That constraint is doing quiet work. It rewards a board built wide on exhaust permanents rather than a single engine you tap over and over, and it lets the card's own ability double as a card when you have nothing better to spend on. Cheap enough to land early with crew 2, it asks you to fill the following turns with exhaust activations to cash in. The card is a wager on how much exhaust a format prints: the more sources of the keyword on the battlefield, the more this Vehicle converts a mechanic defined by scarcity into a stream of cards.
