The self-refueling loop is the tension this design resolves: a spellslinger deck wants to keep casting to stay alive, and casting is exactly what repays Ral's loyalty. Because a counter goes back on for each noncreature spell, the -3 dig is far less of a tempo hit than the number suggests: in a deck spinning cheap instants and sorceries, board presence climbs while you do the thing you'd do anyway, and the +1 Otter tokens carry prowess so they scale with the same casts that grow the planeswalker. The -10 names the deck's ceiling out loud. Handing every instant and sorcery the storm keyword turns a single burn spell or draw effect into a multiplied avalanche once the turn's spell count is high. It's a rare case where the ultimate wins not by fiat but by permission: it doesn't close the game itself, it lets the deck you built do what it was always trying to do, faster and wider. What keeps the package from spiraling is that none of it means anything without a critical mass of noncreature spells. This is a scoreboard for a strategy, not a strategy on its own, and it demands the deck around it be built to feed it.

Whenever you cast a noncreature spell, put a loyalty counter on Ral. +1: Create a 1/1 blue and red Otter creature token with prowess. −3: Draw three cards, then discard two cards. −10: Draw three cards. You get an emblem with "Instant and sorcery spells you cast have storm." (Whenever you cast an instant or sorcery spell, copy it for each spell cast before it this turn.)
