The second ability is the quietly greedy one. Token generators in green-white usually produce a fixed number of bodies; here every token-making effect you fire has a Soldier stapled onto it, once per event regardless of how many tokens the spell or trigger would otherwise make. Populate, convoke fodder, a Raise the Alarm, an anthem's worth of Servos: each printing of tokens comes with an extra warm body, and each of those bodies feeds directly back into the top line, since Allenal's power and toughness scale with your whole board. Note that the ability rewards breadth over burst: one big token spell nets you a single bonus Soldier, but a deck built on repeated small token events compounds the rider into a real second engine. That the queen counts herself in her own count is the tidy part; she is never smaller than the board she is buffing off of. A three-mana body that starts at least a 1/1 and climbs with every creature you deploy would be unremarkable in a color pair that has always wanted go-wide payoffs. What makes her worth building around is that she is both the payoff and a token multiplier for the same plan, folding the "make a lot of creatures" and "reward a lot of creatures" halves of the go-wide archetype into one legendary slot.
