Counter manipulation usually lives on noncreature spells: an instant that proliferates, an enchantment that ticks something up, an artifact that drains a charge. Here that manipulation rides a Camel with a fragile body, and the trigger is agnostic about direction. It fires once on entry and adjusts each kind of counter on a single target permanent, either adding one or subtracting one, your choice per kind. That two-way switch is the source of its reach: shave a loyalty counter off an opposing planeswalker or grind down a stored-up charge as readily as pump your own +1/+1 stacks or top off a saga's chapter. The limitation is that lone entry window. There is no recurring engine, no proliferate loop, just one trigger that presupposes a board where counters are already carrying weight, which is precisely the board state where a single well-aimed adjustment swings a race or unwinds a clock. Point it at a permanent with no counters (or at itself, if nothing better presents), and the trigger resolves having accomplished nothing, leaving a plain green attacker whose ability sat idle. That gap between "irrelevant" and "decides the turn," dictated entirely by what counters are in play when it arrives, is the design's whole thrust: a toolbox effect grafted onto a creature, a flexible answer whose value is set by the boards it walks into rather than by any baseline rate.
