Plumes of Peace
Forecast was built around a single tension: how do you make a card worth playing when it spends most of the game in your hand? This Aura answers it from both directions. Cast onto a creature, it functions as a soft lockdown: the enchanted creature won't untap during its controller's untap step, so once it has been tapped (by combat, an activated cost, or your own forecast trigger) it tends to stay down. Note the catch baked into the design: on an untapped creature the Aura does nothing on the turn it lands, which is part of why holding it is so often the better line. Revealed from hand instead, it becomes a recurring upkeep tap, a repeatable answer you fire turn after turn without ever committing the card to the board. That dual mode is the whole reason the card exists, and the two halves are priced differently: three mana to staple it permanently, or every upkeep to keep tapping without spending the card. An active forecast costs you two mana each turn it operates, asking the same blue-white commitment over and over, which is the friction that stops the hand mode from being free disruption. It reads as a control deck's tool, a way to neutralize a single threat while keeping the card live, and it captures the forecast experiment cleanly: a design that wants to be revealed rather than cast, rewarding patience over tempo in a color pair that has always preferred to win late.
