The three-mana black wrath makes a tighter promise than the four-mana version: it sweeps the small stuff and lets the fatties walk. Minus two toughness to every creature clears aggro boards, tokens, and mana dorks while the top end survives, which makes this less a reset button than a scalpel for a specific weight class of board. What lifts it above a plain toughness-shaving sweeper is the second mode. Symmetric wraths have historically had nothing to say to planeswalkers, and stripping two loyalty from each of them turns a card that would otherwise sit dead against a superfriends draw into a live answer (though at sorcery speed, without the reach an instant would give). The two halves are the balancing act, and they rarely want to fire in the same game: reading which threat is in front of you and committing to one line is the whole cost of the modality. That is also what earns it a slot a straight Damnation cannot fill. The creature-shrinking line is why it never quite matches a hard sweeper; the loyalty removal is why it covers the exact seams a hard sweeper leaves open. Flexibility for a deck that expects to face either a wide creature start or a wall of walkers without knowing which will show up first.
