The number on the card is set entirely by the artifacts already on the battlefield, and that outsourcing is the whole proposition. Generic blue card draw priced by mana value is nothing new, but most such effects scale off the spell itself or the board at large; this one reads its payout off a single statistic you choose to inflate. Fill your board with small artifacts and it stalls at one or two. Get a single oversized artifact into play and it refills your hand in a way no fixed-number draw spell can match, and note that it does not care how that artifact arrived: reanimated, tinkered, welded, or simply cast, only its presence and its mana value matter. That asymmetry is the point. It is not a payoff for artifact decks broadly, but for decks built around one heavy hitter, where a spell that does nothing until the big permanent lands is worth the risk of drawing it dead. The tension is that the artifact you most want to read off is the same one you most want to keep alive, so it asks you to commit a top-end permanent first and trust it to survive to your next main phase. Get there and four mana refills your hand for as much as you front-loaded; whiff, and with no artifact in play the greatest mana value among them is zero, so the spell draws nothing at all. Few draw effects hinge their entire output on your willingness to build around exactly one number, floor included.
