Here the clause pins the exile to the greatest power on each opponent's side, so the biggest threat goes and the chaff stays. Because it names no target, it slides right past hexproof, ward, and shroud: the whole point of an edict is that it makes the opponent do the choosing, and this one narrows that choice down to their largest bodies. That reading of the board then does double work: spell mastery ties the burn rider to the same number, converting the power you just exiled into direct damage to that same player. A table stacked with fatties turns a clean answer into a real closer, since the creature that hurt most to lose is also the largest life swing you can send at its controller. The self-limiting piece is that the greatest-power reading runs both directions: an opponent holding one small creature loses only that and takes only that much, so the effect scales down as honestly as it scales up. Two instants or sorceries in the graveyard is a modest ask for the kind of Boros spell-based deck that would run this, so mastery is less a hoop than a default state, and what it buys is instant-speed removal-plus-burn metered entirely by how much each opponent has committed.
