The Obelisk cycle was a fixed-rate concession to a problem three-color decks had always faced: how do you cast a spell that demands one of each color when your lands only come two at a time? Each Obelisk taps for the three colors of one wedge or shard, and this one covers the Esper colors, the white-blue-black that prizes artifacts above all else. The trade is the obvious one for this kind of fixing: it costs more than a single land and ties up three mana on the turn you deploy it, but it enters untapped and is online immediately, and from then on it never needs a particular basic in play to make the right pip. The deeper design tension is that an artifact mana rock in an artifact-matters shell is doing double duty whether it wants to or not: it fixes colors and it counts toward affinity, metalcraft, and every other ability that cares about how many artifacts you control. That second function is incidental to the printed text but central to why a deck would pick this over a cheaper, less conditional source of fixing. It is plain, sturdy infrastructure, the sort of card that does its job without ever being the reason you won.
