Counters usually accumulate: you stack +1/+1s, load up charge counters, hoard oil until a payoff triggers. This turns that instinct inside out, treating any counter on any nonland permanent you control as a renewable resource to be spent one at a time for a fresh card. The tap and the single-counter cost are what keep it from spiraling: it draws once per turn cycle absent another untap, and every draw shrinks the board state it feeds on. That constraint also defines the deckbuilding problem it poses. A pile of vanilla creatures gives it nothing; it wants a counter economy that refills faster than it drains, whether that means proliferate, sagas whose lore counters you would rather cash in than advance, or persist and undying bodies happy to shed a counter for value. The blue draw here is not the usual pay-mana-for-cards template but a conversion engine, sitting at the seam between +1/+1 aggression, artifact-counter synergies, and graveyard-recursion loops that traffic in counters as currency. The 1/2 body signals the intent: this is a card built to survive and grind out advantage, not to threaten anything on its own. Its whole value is in how much counter throughput a deck can build around it, and because the cost only ever touches your own permanents, the throughput is entirely yours to engineer: the draw is repeatable, but nothing about it is shared.
