The upkeep clause is the whole engine, and it forces a choice every turn: feed this Frog a creature to bounce and it ratchets up a counter, or, failing that, take the escape hatch and bounce itself. That fork is the design. With a board of enters-the-battlefield creatures, returning one each upkeep is pure upside, re-buying a value trigger while the counter stacks here. With a thin board, the self-bounce line means you never strand a do-nothing 2/2 in play: it returns to hand, recasts for a single green, and sets up the loop again. The counter is what makes the loop worth running, because a permanent buff survives the churn in a way a temporary one would not. Each successful return leaves the body a size larger, so a deck that keeps flickering creatures produces a threat that climbs past removal thresholds while the rest of the pieces bank their triggers underneath. It is a specific bargain: this asks for a texture of deck built on cheap creatures that care about leaving and re-entering play, and it does almost nothing outside that texture. That narrowness is the honest price a one-mana enabler pays, and the self-returning clause is the elegant part, letting the engine reset its own gear rather than punishing you for an empty board.
