A counter multiplier disguised as a two-drop beater. The replacement effect it carries is doing quiet heavy lifting: any time a +1/+1 counter would land on an Army, Goblin, or Orc you control, it becomes that many plus one instead, so the ratio compounds harder the more counters are flying. That "plus one" per event rewards width and repetition over single big pumps, since a source that adds one counter three separate times outpaces a source that adds three at once. The narrow tribal gate (Army, Goblin, or Orc) is the price of the multiplier, tying the payoff to a specific kind of go-wide board rather than any creature. It pairs naturally with amass, which builds Army tokens a counter at a time and turns each trigger into a bonus, and with any proliferate engine, where every proliferate step feeds a multiplied board. Menace on a 2/2 keeps the captain relevant in combat while the counters accumulate around it, but the body is not the reason it is legendary; the effect is. As a design, it sits with the small family of creatures that edit incoming counters rather than generate them, a support piece whose value scales entirely with what else you are doing rather than with its own stat line.
