The design only wakes up when you choose to have it arrive tapped: that choice hands you two rad counters, which immediately knock the draw activation down to three, and the discount does not stop at what the land itself supplies. The ability reads your total rad-counter count, so it scales with every other source of radiation in the deck. A build already stacking counters watches a five-mana draw slide toward one, and the land stops being a payoff and becomes a value tap left open every turn. The friction is entirely up front. You eat a tempo hit on the enters-tapped turn (and radiation carries its own downside elsewhere) in exchange for a permanent, deck-wide activation discount, so the base poses one question: does that discount justify a turn of slow mana now? What earns it a second look is the axis it scales along. This is a manabase card indexed to a resource most manabases never touch, quietly converting accumulated radiation into repeatable card advantage. Colorless lands with an upside almost always tie that upside to their own tap or their own cost; wiring it instead to a counter total the whole deck feeds is a rarer piece of engineering, and it turns a downside mechanic into the very thing that pays the land off.
