The evasion clause reads like an afterthought and does most of the heavy lifting: a 2/3 that can't be blocked by anything with greater power keeps swinging into a board of larger threats, which is exactly the wall a small attacker usually runs into. But the real trick is that Mug triggers on the declaration, not the connection. Locke doesn't need to survive combat to mill the table and cash out; he just needs to attack, and the evasion is there to keep him coming back turn after turn to do it again. Each swing mills every player by one and lets you cast one spell from among what landed in the pile, so the ability is a repeatable impulse-draw whose payoff scales with how many opponents feed it. The land-into-Treasure clause points the design toward a graveyard-and-mana deck rather than a straightforward beater: it rewards the same wide milling that fuels the impulse casts, converting fixing you'd otherwise ignore into ramp on the swing. What keeps it from pure value is the timing. The cast permission lasts only until end of turn, so Locke asks you to attack into open mana and untapped answers rather than bank cards for later. It's a Rakdos commander for the player who wants aggression and grind to be the same motion: keep declaring attacks, keep milling, and spend what falls out before the window closes.
