Lidless Gaze
The exile is symmetrical; the permission is not. Every player's top card gets flipped face-up into exile, but only the caster is allowed to play them, and that split is the entire design. The rider that mana of any type can pay for those spells is what turns a top-of-library peek into a genuine heist: it does not matter that you exiled a fistful of blue cards off an opponent's deck, because Swamps and Mountains will cast them just fine. You get a card from across the table (or several, in a wider game) with universal fixing to cash it in, while everyone else watches the top of their library vanish into your exile zone, castable by you and nobody else. The window is what pays for the reach. The exiled cards are playable only until the end of your next turn, so they evaporate if you cannot deploy them; the effect rewards a mana count that can actually spend borrowed spells inside two turns rather than hoard them into a whiff. The flashback clause, the same generic-plus-black-plus-red cost paid a second time from the graveyard, is what keeps this from being a one-shot: in a longer grind the card strips the tops of libraries twice, and the color-agnostic casting means neither pass is dead. It is impulse draw pointed outward, taking what everyone else was owed and handing you the tools to spend it.
