The design conceit is a single tool that does a little of everything and none of it well enough to demand a slot on rate alone. Look at how the modes are stacked: the mana ability is the cheap, always-relevant floor, then each rung up buys a splashier but slower effect, so the thing rewards patient sequencing across turns rather than a one-shot commitment. The artifact-tapping mode is the narrow one, an answer that only matters against a board full of mana rocks and activated artifacts worth shutting off for a turn. Surveil and goad are the two keywords doing the flavor work, but they sit at opposite ends of a game plan: one smooths your own draws, the other shoves someone else's creatures into a third player. That split is the whole character of the thing. It is not a build-around and it is not a bomb; it is a mana source that keeps four small levers within reach, useful precisely because it never locks you into one of them until you have the mana to spare.
