The verb is the whole design: shuffling cards into a library is reversible in a way exiling them is not, and that distinction shapes everything the card can and cannot do. Pointed at an opponent's graveyard, two named targets pull a specific reanimation or flashback piece back into the deck rather than erasing it, so the disruption is timing-based: the card you sent away is still a card the controller might draw again. The answer is surgical (up to two cards, chosen) rather than the scoop-the-yard-to-exile sledgehammer most graveyard answers swing. That precision is also why the targeting is left open. Aim it at your own graveyard and the same effect becomes recursion, shuffling two cards you want to see again back into your deck or refilling a library running short. Flashback is the payoff for that dual aim: a second cast for two mana, a second pass at picking cards out of a graveyard, before the exile clause on the flashback cost retires the card for good. So it self-answers eventually, but in the window before that it works as both a maindeckable disruption tool and a self-recurring engine, a pairing the modest rate tends to undersell. Where total-erasure hate commits to wiping a graveyard clean, this only relocates two cards at a time: weaker as a dedicated hate piece, far more flexible as an instant you can point in either direction.
