As a two-choice modal instant, this asks you to pick either a scalable sweeper that spares fliers or a mass artifact-and-enchantment blast, and either mode alone reads like a reasonable, replaceable Gruul effect. The payoff is the "you may choose both instead" rider: satisfy the condition of controlling your commander, and one card resolves as a board wipe stapled to a naturalize-for-any-number, both scaling off the same X. That structure ties the card's power directly to the singleton-general format it was built to reward, so it does the design work of pushing you toward keeping your commander on the battlefield without adding a rules subsystem to track. The Breathe Flame half quietly encodes an evasion tax, since fliers walk away untouched, which turns the sweeper into a lopsided answer against ground-heavy boards rather than a symmetrical reset. Cast at instant speed, both halves can wait for the right combat step or the moment an opponent overcommits artifacts, which is where the "choose both" version turns a fair trade into a two-for-many blowout. It is a clean piece of format-native design: the effects are ordinary Gruul staples, and the commander condition is the lever that makes stacking them worth a card.
