Imposing Grandeur

Wheel effects have always been symmetric by construction: Wheel of Fortune, Windfall, and their descendants force everyone to a fresh seven because a fixed hand size is the only honest baseline in a multiplayer game. This one throws that baseline out and pins the refill quota to the command zone instead. The number of cards each player draws equals the greatest mana value of a commander they own, which means the symmetry is only nominal: a table of expensive haymaker generals all refuel deep, while a player piloting a two- or three-drop commander empties a full grip for a punishingly thin hand. The design turns a format's defining mechanic (the commander itself) into the resource meter, rewarding decks built around costly legends and quietly taxing the cheap-commander aggressive archetypes that would otherwise abuse a wheel best. It reads as generous and cuts unevenly depending on who chose to sit down with a big legend. The "may" clause is what keeps the effect from being a strict giveaway: each player, the caster included, decides independently whether their commander's mana value is worth dumping their current hand, so a red deck fronting a high-cost general can dig for gas while opponents with small commanders simply decline and lose nothing but the tempo of watching their rival draw. Built exclusively for the multiplayer table, it is one of the cleaner examples of an effect with no coherent meaning outside the command zone it was written to reference.
