Symmetrical punishment enchantments are a recurring red experiment, and this one targets the player who sits back: cast nothing on your turn and the trigger fires at your end step, dealing two before the table moves on. The design intent is transparent. Red wants the game to go faster, so it taxes inactivity, turning every passed turn into a clock that ticks on whoever is hoarding cards or holding up interaction. The clever wrinkle is that it answers a question rather than poses one: it punishes the control player's natural rhythm, the turn spent leaving up a counterspell, the turn spent waiting for a better play. But the symmetry cuts both ways, and red's own decks are not always pouring spells onto the board every turn. The condition is satisfied by casting any spell, not by resolving one or by attacking, so the out is cheap if you have it: a single cantrip, a one-drop, casting anything clears the trigger. That makes it less a hard lock than a tempo tax, a pressure valve that bleeds the durdling deck two at a time while asking its controller only to keep the game moving. The lineage is the older red school of anti-control measures, the cards built to make doing nothing cost something.
